The Center for the Study of Army, Conversion and Disarmament (CIDAR) was one of the co-founders of the Ukrainian Institute for Security Studies (UIBD), a new analytical structure that intends to combine the efforts of domestic and foreign NGOs, as well as individual experts, to accelerate the reform of the Ukrainian forces defense and defense industries.
