In August 2017, an information attack on Ukraine was conducted. It consisted in publishing the article in The New York Times, in which Ukraine was accused of transferring the missile technologies to North Korea. The CACDS’ investigation disclosed that this article was provocative and was published in order to conceal possible supplies of missile engines from the Russian Federation, to deal a significant blow to the international image of Ukraine, to deteriorate the Ukrainian-American relations and to disrupt the deliveries of lethal weapons from the United States to Ukraine.
The Government of Ukraine, the National Security and Defense Council, as well as the Pivdenmash plant, categorically denied the possibility of missile engines supplies from Kyiv to Pyongyang. Later, according to the results of investigation, conducted under the chairmanship of the secretary of the National Security and Defense Council, it was established that this article was an element of informational cover and the world community’s attention distraction from the alleged participation of the Russian Federation in the implementation of the North Korean missile programs.
The start of the negotiation process between the leaders of the North Korea, the Republic of Korea, the United States and China, regarding the denuclearization of the Korean Peninsula and the creation of conditions for the destruction of the North Korean nuclear facilities, warheads and missiles creates a unique chance to complete the investigation of the Ukraine’s “missile accusations”.
In case of signing the Roadmap and the initiation of practical steps towards its implementation, the international community will be given the access to the process of inspection and liquidation of the North Korean nuclear facilities, including missile systems.
Given this, the CACDS proposes the Ukrainian Government and the National Security and Defense Council to initiate the process of enlisting the Ukrainian representatives in the international group on denuclearization of the Korean Peninsula in order to obtain evidences for the investigation process of the Ukraine’s “missile accusations”.
Inclusion the Ukrainian representatives (specialists of the National Security and Defense Council, the President’s Administration, MFA, MOD, special services, the DO Pivdenne, the Pivdenmash plant) into the international group on denuclearization of the Korean Peninsula will allow:
1. To ensure the unbiased investigation of the origin of the North Korean ballistic missiles engines and to ultimately refute the participation of Ukraine and Ukrainian enterprises in their manufacturing.
2. To establish the real suppliers of missile technologies to North Korea, which violated the international non-proliferation regimes, and to punish them in accordance with the existing norms of international law.
3. To obtain the refutation of the accusations of Ukraine in illegal supplies of missile technologies to North Korea and to finish the next “weapon scandal”, which has already damaged the image of Ukraine.
4. To prevent the use of “missile issue” against Ukraine in future information operations against Ukraine.
The CACDS assumes that Russia is definitely interested in concealing its involvement in the transfer of missile technologies to Pyongyang and will try to destroy all the evidences of its involvement in the North Korean missile program by all possible means, especially by using the special services.
Given this, the CACDS proposes to immediately take active and comprehensive measures for the organization of an international independent investigation in order to unmask the real sponsors of the North Korean missile program.
