Kiev 22 May INTERFAX-UKRAINE - Professional reputation of the new Chief of the General Staff - Commander-in-Chief of the Armed Forces of Ukraine Ruslan Khomchak allows us to count on accelerating the pace of the defense reform launched by Ukraine and revising approaches to the construction of the Armed Forces, says Valentin Budrak, Director of the Center for Army, Disarmament and Conversion (CIACR).
In his commentary to the Interfax-Ukraine agency, one of the first personnel decisions of the newly elected President, Vladimir Zelensky, to replace the Chief of the General Staff, CIACR Director, said: "I consider the choice of a new Chief of Staff-Commander-in-Chief of the Supreme Command to be absolutely reasonable and positive. First, Khomchak is a general with combat experience, who has passed all stages of military command. At a certain stage, he was the commander of ATO (sector "B" -If) and showed himself on the positive side during the battle of Ilovay. In my opinion, at that time, he was an opponent of the chief of the General Staff of the Supreme Council Viktor Muzhenko, as a result of which all the recent years was in a "link."
At the same time, the Director of CIACR emphasized: "In expert circles, Khomchak has a reputation as a person of a new formation, which instills hope for the departure of Ukraine from the Soviet type of construction of the army. At the same time, he is also considered to be a person who is negatively related to the anachronism of the Soviet Army remaining in the Supreme Soviet. People who are close to Khomchak's surroundings characterize him as a person intolerant to drunkenness, theft, and any other form of discrediting an officer's rank. "
"The fact that Khomchak was in opposition to the Chief of Staff and was" behind the brackets "of the core of military management, in my opinion, will play a positive role. Among the priorities of the new Chief of the General Staff - the Commander in Chief of the Armed Forces, the military expert identified a change in approaches to the construction of the Armed Forces. "Under the transformation of the army, we understand the optimization of its structure and size. As you know, today more than 70% of the military budget goes to the maintenance of the army. Khomchaku also has to start implementing the key idea of the reform of the All-Union Armed Forces: it is about transforming the Armed Forces from paper to digital, "Badrak said.
According to the Director of CIACR, for this new Chief of the General Staff will need to conduct an audit of the priorities of the Armed Forces rearmament, as well as ensure the transition to more strict planning by the General Staff of the requirements of the Armed Forces. "This is what awaits in the defense industry," said Badrak.
"He will also have to solve the problem of unification of armaments and military equipment of the All-Union Armed Forces: as it is known, today in the army there is a significant number of airborne forces of one nomenclature of different manufacturers. For example, one and a half dozen types of combat vehicles, up to 10 types of drones: all this requires additional costs for the service, "he noted.
Among those facing the new Chief of the General Staff, Budrak also identified the target reduction of the non-combatant structures of the SCU and the change of approaches to military education, the work of military commissions, logistics and rear structures.
"And of course, many observers are counting on the emergence of a program for the creation of a professional army and refusal to call," he said.
As reported, the President of Zelensky by decree from 21 May appointed Khomchak as the Chief of the General Staff-Commander-in-Chief of the General Staff, instead of having held this post since July 2014 year Muzenko.
Khomchak is the first deputy commander of the Land Forces of Ukraine with 2016 year, Lt. Gen., commander of the operational command "South", a participant in combat operations in the Donbass, and in particular - events near Ilovaisky (Donetsk region) in August-September 2014 year.
