Putting a nationwide referendum on the issue of concluding peace agreements with the Russian Federation poses serious risks - Head of the CDCA

Making a nationwide referendum the issue of concluding peace agreements with Russia has serious risks.

In particular, it should be pointed out the danger of active informational and psychological influences from Russia, which is waging a war on the destruction of the Ukrainian state. I draw attention to the fact that the Russian mechanisms of content-psychological attacks on Ukrainian society are quite developed, and the presence of pro-Russian, including intelligence networks, inside the Ukraine can allow the Kremlin to gain undesirable results for Ukraine.

There is no doubt that the referendum as a "will of the people" is a powerful instrument and at the same time a sign of democracy. However, in peacetime. De facto, when Ukraine fights in a state of intense information war, the results of such a referendum can significantly limit Ukraine's position and deprive maneuver during the negotiation process. Moreover, under certain conditions, the Kremlin is capable of creating a situation of socio-political aggravation.

The same thing, extremely important in such a situation was the preliminary implementation of in-depth analysis and information explanation of undesirable consequences, so that the choice of citizens was conscious and could not be formed by pro-Russian groups of influence.

In addition, the Constitution of Ukraine should be adhered to as part of the list of issues on which referendums are prohibited.
